honour to inform you that according to the Prison Regulations, remission of
Sentences and rewards under
the mark system apply only to prisoners under sentence of twelve months and upwards.
It was,
therefore, not thought necessary to limit the operation
of the Act, as suggested by you but, if after this explanation, you are still of opinion that the alteration should be made,
the Ordinance will be
amended next Session.
